Senator Butler was born April 8, 1956. Butler married Doris Butler of McComb, MS in December 1977. They were married twenty-three years before she succumbed to breast cancer in November 2000. He married Barbara Jackson of Smithdale, MS in November 2009. Their children are Kelvin Jr., Kendric, Destiny, Marquita and JaDarius.

He retired from Delphi Automotive Systems after thirty years of service.

He is a member of the International Union of Electrical Workers Local 718 in Brookhaven MS. Butler has been a member of the Magnolia South Pike Chamber of Commerce since 1996. He was Chamber President in 2001. Butler is vice president of Operation Manhood in McComb, which is an outreach program that helps needy people with lodging, food and other basic needs. He is also a Mason, Camellia Lodge #23.

Senator Kelvin Butler is Chairman of the Labor committee and Vice Chairman of Enrolled Bills. He also serves on the Business & Financial Institutions; Entergy; Finance; Highways and Transportation; Judiciary, Division A; Local & Private; Municipalities; PEER; State Library; and Tourism committee.

Butler served as Alderman in the city of Magnolia from 1991-2003, serving in several positions including Utility and Property, Fire, and Street Commissioner.

He is a member of the Baptist faith.

Butler went to college at Mississippi Valley State University his freshman year, where he was a member of the band. He transferred to Meadow Draughon Business College in New Orleans, LA. There he earned an Associate Degree in Business Administration.
